Lancôme has great eye treatment line; try the High Resolution Eye with Fibrelastine Intensive Recovery Anti-Wrinkle Eye Cream or the High Resolution Eye with Collaser 48. For something a little less expensive try Olay Definity Illuminating Eye Treatment or Regenerist Eye Lifting Serum.
And if you have puffiness too, one of the tried-and-true remedies is something you may not think ofPreparation H! Models have been using it for years and insist that its the best. Also, don't forget to get yourself a great concealer and use it everyday AFTER you apply your eye care cream or gel. Prescriptives Flawless Skin Total Protection Concealer is one of the best I've tried. Also, Cover Girl has two great concealers--CG Smoothers Concealer or Invisible Concealer, so you don't have to spend a lot. Concealer is something those of us who suffer from dark circles cannot do without. Try layering your concealer too. Start with one that is a shade lighter than your skin and top off with a second that is the same color.

Rosacea is a common but often misunderstood condition that is estimated to affect over 45 million people worldwide, so you're not alone.
If you haven't already done so, Id see a dermatologist to get the proper treatment. In the meantime, I would avoid any foundation that is too heavy. If you haven't tried any of Clinques' foundations, I would give them a look. Clinique is known for its light weight and non-comedogenic (non-pore clogging) makeup and has several to choose from.
You could also get a loose or pressed powder for setting the foundation. You may want to try applying any foundation you use with a wedged makeup sponge or foundation brush. This will give you better coverage and an even application. Also, as I've said many times before, cornstarch is an excellent alternative to regular loose or pressed powder when it comes to oily skin.

For your coloring, which is described by the Color Me Beautiful system as warm spring, I would choose ivory, porcelain or warm beige for your foundation to start. Use a translucent powder to set it before applying blush which should be in salmon, spicy peach or light cinnamon.
For your eyes, choose apricot, lemon or champagne for the entire eyelid/highlighter and navy, plum or silver grey for the contour. Make sure you use brushes and not applicators which will give your shadow staying power for your special day. If it's an especially hot day, use a little cornstarch to set your makeup which will help to eliminate shine. For your lips, try something in warm pink, coral peach or spice. I have always liked the Cornsilk's line of makeup, especially because I have an oily T-zone. I think it's an excellent, light weight, absorbent powder great for setting makeup and eliminating shine. The translucent or no color powder is best because this won't deposit any additional color and cause caking or unnecessary color change to the foundation.

I'm not familiar with who you are referring to but here are a few tips. If you don't already have a set of eye shadow brushes, I'd suggest investing in some. Eye shadow goes on much smoother and defined and has more staying power when you use brushes.
Take a brush that has a slight chisel and apply the darker color (after applying a lighter color with a fluffy brush, for highlighting) and sweep along the contour and around the corner a bit. Blend until you have it the exact shade that you are looking for. If you use the brushes and not the applicators, you'll most likely get the affect you want.

For the dramatic contrast of your skin, eyes and yellow gown, I'd go for an equally dramatic look for your eyes or you may tend to look washed out.
Choose a gold or champagne on the entire lid and a deep brown or grey for the contour. Next, line your upper lid dramaticaly with a liquid or gel eyeliner in black or deep brown.
Skip lining your lower lashes and simply top off with black mascara-don't forget to curl your lashes first!

I think being a bit more girlie is always fun! As for eye shadow, the goal here is to enhance the shape of your eye. First start with a base color. Usually a matte or shimmer formula in cream, champagne, apricot or light pink work on most skin tones and will work nicely for you. Use a fluffier eye shadow brush to apply shadow from lash line to brow.
Next, choose a shade in a deeper color brown, purple, gray, forest green. Always choose an eye shadow color that matches your dress, eye color and face makeup. For the rounded look, apply with a more pointed brush to the crease of you eye and work from the inside corner outward. When applying dark shadow to the crease of your eye, be careful to blend only on the outside edge. Get to close to the eye and you'll cause your eyes to look small. A good tip is to place a dot of white shadow or pencil on the inside of the eye near the tear duct will make eyes look brighter. For an added pop, add a highlighter to the very top of the brow bone. Remember--Practice makes perfect!

According to www.blog.makeupmoxie.com, Milani Minerals Loose Makeup, LOreal Bare Naturale and Jane Be Pure Mineral Powder were ranked very good as far as value goes. According to the blog, Milani Minerals Loose Makeup still takes the top spot because it wears well and retails for a mere $8. LOreal Bare Naturale offers skin-perfecting coverage at only half the price of Bare Escentuals bareMinerals. The drawbacks to Bare Naturale are its opaque finish and slight tendencies towards looking a little chalky.If all you need is a no-frills mineral powder that offers sheer coverage at a low price, Jane Be Pure is a good choice ($7).
As for quality more than value, Isadora, Milani Minerals, Almay Pure Blends, and LOreal Bare Naturale all rank high. So, in terms of quality, none of the drugstore minerals are as good as Bare Escentuals bareMinerals. If you're looking to save some money, however, drugstore brands such as Milani, Jane, and LOreal may be good enough.

Unfortunately, this is close to impossible. The best you can hope for is using products that have the most staying power. Revlon has a very nice line called ColorStay which is available just about everywhere; Rite Aid, CVS, Walgreens, Kmartyou name it. And it's really economical.
One of my favorite products in this line is the ColorStay Soft and Smooth Lip Color. Its available in 30 full-coverage and six sheer shades. I like their ColorStay Lipliner too. They also have a great selection of foundations, blushes and eyeshadows that really live up to their name.

Start by covering imperfections with a concealer. I suggest Laura Merciers' Secret Camouflage or Prescriptives Flawless Skin. On a clean face that has been moisturized, use a foundation brush to apply concealer to under your eyes, broken capillaries, acne scars, etc.
Next, apply foundation. Dermablend Cover Crème is a full coverage foundation that's often recommended to surgical patients to cover scars and birthmarks. MAC also has a good full coverage foundation, but it's emollient based and can clog pores and accentuate oily skin. Next, apply either loose or pressed powder.
My ultimate favorite is Chanels' Double Perfection Compact Matte Reflecting Powder. If this is too heavy on top of your foundation, try a loose powder instead. Using these three products should give you the coverage you are looking for.

Waxing is an excellent way to remove unwanted facial hair. Basically, you get it waxed whenever you think it is time, but you have to remember that the technicians need some hair in order for the wax to grasp on to so you may need to let it grow a bit--really, just a few days.
Also, if you have an event to go to give yourself time because you most likely will have some redness. I suggest waxing about three or four days before and maybe do a test run before that so you know how your skin will react. Sally Hansen has created a line of hair removal products including bleach and depilatory creams that are alternatives to waxing.

With your skin, it's a good idea to get on a regular skincare regimen. For example, cleanse your face every evening with a product called Cetaphil (you can find this in any Rite Aid or CVS). Its light and wont clog your pores. Remove with a warm washcloth for best results. Next follow with an alcohol-free toner as too much alcohol will only make your skin produce more oil because it thinks that it's dry from all that oil.
Lastly, follow with a light, oil-free moisturizer. In the morning, simply splash warm water on your fact and pat dry. Follow with moisturizer then your foundation. You want to always choose foundation that is water-based. Your best bet is to choose a cream-to-powder foundation for oily skin. Also, try brushing cornstarch over you entire face to eliminate shine.

If your skin is dry, I would suggest using a light moisturizer after you wash your face and before applying foundation. This will help combat the dryness and help your makeup stay put longer. I like the super balanced makeup and if you haven't tried Clinique, give it a test run; it's fabulous.
And, Clinique has several foundations in different formulations to give you options. Don't worry, when bought at a department store, Clinique will always take back what doesn't work for you.
For your blush, try a cream instead of a powder which will have a bit more moisture. Lastly, try spritzing your face after you apply your makeup with Evian spray. This will give you a bit of hydration and the dewy look I think you are going for.

With hazel eyes, you can wear practically any color eye shadow, but they are best enhanced with shades of plummy pinks and deep rusty copper tones - think of shades with reddish undertones to compliment the green of your eyes.
Use a pencil in a deeper hue of your chosen eye shadow to line your entire eye. Take a brush with a firm pointed edge and blend the eye shadow into the eyeliner. Blend a soft shimmery nude pink or apricot shadow on your lid or as a highlight, (depending on your eye shape) to enhance the brown. Orange tones will make your eyes look more hazel. Because of your cool tones and light hair, I would opt for dark brown mascara on top and bottom lashes instead of black, which might be too harsh.

As for finding it for purchase, I'm pretty sure that pure kohl is no longer available due to its lead content and other harmful ingredients. These banned products are different from lead-free cosmetics that only use the term "kohl" to describe its shade/color, rather than its actual ingredients. Some modern eye cosmetics are marketed as "kohl" but are prepared differently and in accordance with relevant health standards. Prescriptives, found in any department store, carries a product called Prescriptives Kohn Eye Liner ($18.50) which is very close to what you're looking for. MAC also makes a kohl eye liner as well called MAC Eye Kohl ($13.50).

As for your eye brows, you want to fill them in with a color that is at least one to two shades lighter than your hair color. Keep this in mind when purchasing a brow powder or pencil. Before applying any color, simply pluck individual hairs in the direction of hair growth. Tweeze from below the brow to create a clean shape following the brows natural arch.
There are some great brow products on the market so find one that works best for you, so it shouldn't be a problem. The most common are eye brow pencils and eye brow powders. You may need to experiment a bit to find the best solution for you. Pencils can tend to look too harsh if not blended properly.
Start with light strokes and blend with a firm eye brow brush for best results. Eye brow powders are much more natural. Apply with an angle brush and blend with an eye brow brush. Try Maybelline's Ultra Eye Brow Brush on Color (Light Brown #10). It blends in and defines your brows softly and naturally.

Don't fight nature! You can only do the best with what you have so I would suggest simply applying mascara to your lashes without bothering to curl them since this doesn't seem to be working anyway. You may want to try a mascara booster before applying mascara.
One you can try is by Lancôme, available in any department store, Sephora or Douglas. You may still want to try to curl them first then apply the booster, then your mascara.

You may want to eliminate lining the lower lashes completely.
Play up the lids and the upper lash line without applying liner to the bottom and only use mascara on the lower lashes. Using an eyelash curler, curl your lashes and apply black mascara for the most dramatic effect.
If you still want to line your bottom lashes, use some pressed powder underneath to set your makeup and prevent running, and then with a chiseled eye shadow brush, line them using eyeshadow instead of eyeliner. Blend well.

You may want to get familiar with contouring techniques. Go to either Sephora or Ulta and purchase any type of contouring makeup and the proper brushes. The folks that work at those places (or one's like them if you are in Europe) are very knowledgeable and can give you some good tips. Just remember two thingslighter colors are used to bring features forward and darker tones are used to make features recede.
So for your nose, try one or two shades lighter than your natural skin tone and apply it with a brush to the sides of your nose. Do this after you apply your foundation. Make sure to blend. You can even try it on the tip of the nose too. Do some experimenting and I'm sure you'll like the results.

Next, use a deep indigo or grey pencil to line the top and bottom of your lashes. Blend well with the chiseled brush. Top off with dark brown mascara and don't forget to curl your lashes beforehand.
